New and Replacement Systems
An engineer design is required for all new construction and all replacement (full and/or leach only) systems. Any NYS licensed physical engineer may be used. The engineer will conduct soil tests (percolation and deep hole), design your system and inspect the installation. Our office will review and approve plan/design, issue installation permit and provide the final completion.
The homeowner needs to be sure the contractor or engineer is taking final measurements (location of tank/distribution box from house) and providing those measurements back to us at time of final inspection. This information is for your records that are kept on file with Cortland County.
Septic Tank Replacements
An engineer is not needed for a tank replacement only. Cortland County will assess if needed, review/approve application and perform the inspection upon installation of new tank. We take measurement and provide a rough sketch and final completion to the homeowner.
Septic System Replacement Program
The State Septic System Replacement Fund Program provides funding to replace cesspools and septic systems in New York State. This grant program’s goal is to reduce the environmental and public-health impacts associated with the discharge from cesspools and septic systems. The program targets cesspools and septic systems in close proximity to priority waterbodies as determined by the State Department of Environmental Conservation. Cortland County properties adjacent to Skaneateles Lake may be eligible for this program. Please call our office at 607-753-5035 to learn more.
